OSCE will not observe the presidential elections

The OSCE is not the presidential elections on 2 March in Russia observed. This is the end of the dispute between Russia and the OSCE for the deployment of election observers.
Russia, as before the Duma election, sent the invitations to the observers very late. The number of observers was initially limited to 4. It went long back and forth. Then there were now but five observers and 20 support staff later. The time is passed. It now makes really no sense anymore to observe this election.
The decision of the OSCE is welcome. It diminishes the legitimacy of Medvedev as the new president. And more importantly, OSCE shows they can not do anything with it. This is extremely important.
Sad as it is, there will certainly re-election violations, and proof of no observer is needed. How to have the Duma election, given out in Ingushetia over 99% of which her voice and also about 99% for "United Russia". Thereafter, over 56% of the population of Ingushetia with Personnal data and signature have pledged not to have taken part in the election.
